VOTE FOR YOUR SAFETY
Recently, I was approached by reporter Tanvi Varma of Channel KATU asking me to comment on a Portland State University’s Center for Real Estate industry survey. The survey focused on safety and security in property management. Some selected responses point out the current climate for many of us in property management:
69.50% of respondents sometimes encounter situations at work that make them feel concerned for their personal safety.
Concerns about safety & security somewhat or very much affected the majority of respondents with regards to stress levels (70.72%) and mental well-being (62.02%).
Tenant interactions that are likely to become confrontational are half or most of the time court eviction-related activities (37.5%), lease enforcements (31%) and complaints (27.5%).
58.27% of respondents have avoided a tenant interaction out of concern for their safety.
Over the past 12 months, 20.3% of respondents experienced verbal abuse half or most of the time. Additionally, the majority of respondents experienced verbal abuse (60.15%) or intimidation (50.78%) sometimes.
54.33% respondents state that aggressive or difficult tenants affect other tenants at least half the time, if not more often.
These situations often lead “good” tenants to leave. Over 50% of respondents do not believe current laws provide...

Ben’s Cyber Corner: Is Your Password Enough? Benjamyn Seamans, Independent Contractor
|
When most people think about protecting an online account, they think about their password first. A strong, unique password is important, but a password by itself may not be enough to keep an account secure. If a criminal manages to obtain your password, they may be able to access your account without any additional protection.
This month's topic is: multi-factor authentication (MFA)
Multi-factor authentication, commonly called MFA or 2FA, is a security feature that requires more than one form of verification when you sign in to an account. Instead of relying only on something you know, such as a password, MFA adds another step to confirm that you are the person trying to access the account.
For example, after entering your password, you may be asked to enter a code from an authentication app, approve a notification on your phone, use a security key, or...

Mind Your Business – Tia's Tips for Better Rental Management: Case Law Every Oregon Landlord Should Know Tia Politi
|
Oregon landlord-tenant law is heavily statutory, but the statutes do not always answer the practical questions that arise in day-to-day property management. Oregon appellate decisions provide important guidance on how the Oregon Residential Landlord and Tenant Act (ORLTA) operates, how notices are interpreted, what landlords and tenants must do, and what happens when the statutory requirements are not followed.
This article highlights major Oregon Supreme Court and Court of Appeals decisions that landlords, property managers, and landlord representatives should understand. It is not an exhaustive digest of every Oregon landlord-tenant case, but it covers many of the recurring issues that arise in residential tenancies, including rental agreements, rent payments, notices, service, termination, habitability, retaliation, security deposits, unlawful entry, unauthorized occupants, eviction procedure, and attorney fees.
Important: Oregon landlord-tenant law changes frequently. A case must always be read together with the version of the statute that applied when the events occurred. A case decided under an earlier version of ORS chapter 90 may...

2027 Oregon Annual Rent Increase Percentage
|
Per ORS 90.324 “no later than Sept. 30 of each year, the Oregon Department of Administrative Services shall calculate the maximum annual rent increase percentage allowed for the following calendar year:
- For tenancies subject to ORS 90.600 (1) in facilities* with more than 30 spaces, as six percent.”
- “For tenancies subject to ORS 90.600 (1) in facilities* with 30 or fewer spaces or for tenancy types subject to ORS 90.323, percentage is the lesser of:
- Ten percent; or
- Seven percent plus Consumer Price Index (CPI).”
For 2027, the maximum allowable rent increase percentage for tenancies subject to ORS 90.324(b) is 10%.
Only one rent increase may be issued in any 12-month period.
Landlords subject to the rules of the Portland Housing Bureau or the Eugene Rental Housing Code have additional restrictions. Visit https://www.eugene-or.gov/845/Rental-Housing-Program for information on the Eugene rules, and https://www.portland.gov/phb/rental-services for information on the Portland rules.
For more information on the methodology, calculation, and Consumer Price Index data, see: Maximum Annual Rent Increase, 2027 (Excel File).
Questions related to the administration of the maximum allowable rent increase and other landlord/tenant concerns should be directed to Oregon Housing and Community Services (OHCS).
Additional information can be found on the Oregon.gov website.
