President's Message

Violet Wilson, ORHA President

During my initial two months as ORHA President, I have observed the commitment of volunteers, pseudo-volunteers (those who work for a limited stipend), and support personnel.

ORHA is indeed lucky to have attracted the quality of these individuals, including:

  • Tia Politi, Forms Developer (as well as many other hats). Her commitment to timely action after the many legislative challenges and energy to get so much done is truly amazing.
  • Lori Black, Bookkeeper. Her calmness and detailed work on keeping ORHA accounts accurate and informative is extremely helpful.
  • Dennis Chappa, Finance Committee and Treasurer support. His long-time experience is very helpful and his work with numbers makes the rest of us feel easier that things are being tracked correctly.
  • Jason Miller, Vice President, teacher, mentor, … Speaking of many hats, his vast experience brings much support to ORHA.
  • Ben Seamans, Office manager, Tech aide, computer expert, etc., etc. Ben has helped this old lady come to grips with dealing with tech, new office procedures, and the like.

And there are many others, who are lending their support to making ORHA the best it can be.

It is this spirit of generosity and dedication that fuels our progress and sustains our mission through every challenge. As we look ahead to the coming months...

Forms Committee Update

Tia Politi, ORHA Forms Committee Chair

The Forms Committee has modified forms VT1a 13-day Notice to Pay or Vacate for Nonpayment of Rent, VT2a – 10-day Notice to Pay or Vacate for Nonpayment of Rent, VT3 – 72-Hour Notice to Pay or Vacate for Nonpayment of Rent – Week-to-Week Tenancy, and VT5 – Notice of Termination with Cause to include the new notification required under Senate Bill 690. The corrected forms are available on the website and are available for order. We are also working on modifying form T5 – Notice of Termination – Qualifying Landlord Reason to comply with the new 60-day termination option enacted under Senate Bill 586A. We are on track to have the revised form available for order and on the website by the September 29th effective date.

NEW Online Discount Codes:

Our Online Discount Codes were changed on July 01, 2025. The new codes have been shared with the local association offices, and they should be have been distributed. If you need access to your new code, please contact your local association directly – The ORHA Office and ORHA Support Team do not have access to share these codes.

Online Forms Store:

We've been working closely with our IT Team on the Online ORHA Forms Store – If you experience any complications with our website, please submit an ORHA Support Ticket.

Our ORHA Support Team is generally available Monday through Thursday from 09:00 AM until 04:30 PM, and we are closed for lunch from 12:00 PM until 01:00 PM. We appreciate your patience and understanding as we work to improve our website.

Upcoming Board Meeting Details:

Our next board meeting will be September 20th. This meeting will be in-person in Bend, Oregon and virtually on Microsoft Teams – Details were emailed from the ORHA Office to all ORHA Delegates on 08/04/2025 – RSVPs were required before 08/15/2025 (space is limited).

Legislative Committee Update

Cliff Conner-Coash, ORHA Legislative Committee Chair

Shawn Miller, ORHA’s lobbyist, was invited by Kimberly McCullough of the Oregon Judicial Department (OJD) to join a stakeholder work group tasked with revising the statutory forms in ORS 105.112 to 105.157.

ORHA accepted the invitation, and the first Zoom meeting was held on July 30, 2025.

Purpose of the Work Group
The group’s goal is to update the language in the 14 forms currently set out in ORS Chapter 105.112–105.157, making them:

  • Clear and written in plain language
  • Consistent across all Oregon courts

2025 Oregon Annual Rent Increase Percentage

Senate Bill 611 was signed into law on July 06, 2023. This bill capped rent increases at 10.0% or 7.0% plus CPI (whichever is lower) - The exemption for new constructions remains at 15 years.

The allowable annual rent increase in 2025 is 10.0% unless exemptOnly one rent increase may be issued in any 12-month period.

Landlord subject to the rules of the Portland Housing Bureau or the Eugene Rental Housing Code have additional restrictions. Visit https://www.eugene-or.gov/845/Rental-Housing-Program for information on the Eugene rules, and https://www.portland.gov/phb/rental-services for information on the Portland rules.
