Protecting Your Organization from Fraud and Cybersecurity Risks
Recently, my business bank conducted a class for clients focused on Navigating Fraud and Cyber Security Risks. The session was incredibly eye-opening, revealing just how easily theft can occur. We learned that fraud has been on the rise, and small companies are particularly vulnerable to these risks. Often, the individual committing the fraud is someone who would not typically be suspected, but who possesses the opportunity, motivation, and rationalization to steal significant amounts from the business. 2026 Oregon Annual Rent Increase Percentage
|
For 2026, the maximum annual rent increase limits are:
- 9.5% for rental facilities that are 15 years or older.
- The lower maximum rental increase established by HB3054 (6%) is only applicable to manufactured home parks and floating home marinas containing more than 30 spaces.
House Bill 3054, passed in 2025, changed how rent increases are calculated. Now, the size of the rental property affects the allowed increase.
Only one rent increase may be issued in any 12-month period.
Landlords subject to the rules of the Portland Housing Bureau or the Eugene Rental Housing Code have additional restrictions. There are a few things changing this month that you should be aware of, one of which I completely forgot to tell you about! That is House Bill 2134 which went into effect January 1, 2026. This statute amends ORS 90.100, ORS 90.427 and ORS 90.302 and allows tenants in a fixed-term lease who receive a notice of termination for a Qualifying Landlord Reason (QLR) to move out early with a 30-day written notice without penalty. So, in this situation it would be like the process for a month-to-month tenant who receives a notice for a QLR...

USPS Rule Changes to Postmarks
The new USPS postmark rule, effective December 24, 2025, clarifies that a machine-applied postmark shows the date mail is first processed at a regional sorting facility, not necessarily the date it was dropped off in a mailbox, potentially causing delays for time-sensitive items like tax returns or ballots. To get a guaranteed same-day postmark, you must request a manual one at a post office counter, use Certified Mail or Registered Mail, or build in extra mailing days.
Key Changes & What It Means
- Processing Date: The date on a postmark now reflects when automated sorting begins at a central facility, which can be days after you mailed it, notes the Milwaukee Journal Sentinel.
- Impact on Deadlines: This affects mail where timeliness is crucial, such as tax documents, legal filings, rent payments, and mail-in ballots, potentially making them appear late.
How to Get a Same-Day Postmark
- Manual Postmark: Go inside a Post Office and ask for a manual, local postmark at the counter.
- Purchase Postage at Counter: Buying postage at the counter ensures a printed label with the correct acceptance date.
- Allow Extra Time: Mail time-sensitive items several days before the deadline.

I received a call from a family member a while back who wanted to see what he could do about some squatters who were refusing to leave a property he had purchased. The property has two mobile homes on it and while the seller had vacated the main dwelling after the sale and the family member moved in, the people living in the hardship trailer remained. He wasn’t happy to hear that the people who had lived in the hardship mobile for the past 15 years - and who had exchanged their labor and payment of the annual property taxes for rent - were not squatters, but tenants.
