Speaker:  Cloud Miller

    Cloud Miller is a property owner and housing provider for Eastern Oregon and Western Idaho since 2008.  He is the proprietor of “Miller Properties and Rentals” in Ontario, Oregon since 2014. His military background of 26 years at the highest commands in the Army, equips him with years of educational training expertise for a large variety of audiences.


    For his local Rental Housing Association, Treasure Valley Rental Association, he has served as President, Education Chair, Membership Chair, Advertising Sales, Forms Chair, By-Laws Chair, and is currently in charge of the Association's membership database, Website & Social Media, and is TVRA's Legislative Delegate and Training Instructor.

    For the State Organization, Oregon Rental Housing Association, he serves on the following Committees: Executive, Legislative, Rapid-Response, By-Laws, Education, Finance, Forms, Membership, Social Media, and Long Range Planning. He is the Technology Committee Chair and works continuously on the ORHA Forms Store. He also served as ORHA's Full-timer for six months during the office personnel changeover.

    He is currently the President of ORHA Education, Inc. and has served on the Oregon Rental Housing KEY PAC (Political Action Committee) and still assists as webmaster for both ORHA & ORH KEY PAC.

Application Screening, Form S1

 Please Note: This version of the "Application to Rent" form is for use with Rental Properties outside of the City of Portland, Oregon ONLY.

Finding the right tenant for your property:

  • You should have some idea of what you’re looking for in a tenant:
  • Pay the rent on time
  • Treat the property well
  • Be a good neighbor
  • Obey the law and reasonable rules

What's difficult is figuring out who will do all that and do it in such a way that isn’t illegally discriminatory.  The safest way is to establish discrete, objective screening criteria that will be used all the time.

Completing the new Application to Rent Form S1 and verifying your applicants.


What this form is for:

The Application to Rent packet provides a comprehensive four-part packet for screening prospective Tenants. It includes Screening Guidelines, the 2-page Application and a Release of Information form that can be copied to send to Applicant references without also sending the Applicant’s sensitive information from the reverse side.


When this form is used:

Proper screening is essential to success in rental housing. There are also many rules that Landlords must abide by in the screening process. This form package helps keep you on track. Landlords and Employers will not volunteer information, so asking the correct questions is vital to your rental business success. We will give you examples of what to use for your own business.


Application Verification:

This is a worksheet that helps you screen potential Tenants. It can remind you what you should verify; its a guide to the sorts of questions you should be asking various people; and it's an aid in ensuring that you are consistent in how you screen Tenants.


Application Denials:

When you deny an application or require different terms, you have to notify the Applicant in writing. When you deny an Applicant, there's always a reason. This form notifies the applicant why they were denied.
